Maritime Customs, the examination of the cargoes and granting
of certificates being done by the Imperial Maritime Customs.
(8). For the work in Victoria and at the outstations the
Imperial Maritime Customs would require their own boats and
launches.
(9). They would also require launches for the overhauling
and supervision of junks outside the immediate vicinity of Victoria
Harbour and the other porte of the Colony.
(10), The Imperial Maritime Customs officers need not
necessarily wear uniform, but must wear some distinguishing badge
to show that they were employees of the Chinese Government.
(11). The existing stations of the Imperial Maritime Custome
in Chinese waters would still have to be maintained, but they could
be reduced in jazzmaki personnel. The extent of the maintenance
of existing stations would depend on success of the new arrangements.
His Excellency asked what advantage this organisation would give
the Imperial Matitime Customs.
Mr. Harris answered that there would be increased
receipts due to decrease in evasion of duties. He anticipated also
increase in receipts due to improved trading facilities afforded.
Kr. Harris then went on to say that the proposal to provide jetties
and anchorages was the one made by Sir R. Hart in 1898 1899. He
know it raised difficult questions. He thought an alternative plan
might be farxxxda found sufficient for revenue purposes, viz. with
the co-operation of the Hongkong Government by making effective the
supervision of Junks, the control of the Imperial Maritime Customs
from its existing stations outside the Colony could be made
sufficient. Such co-operation should consist in: -
(a). Junks must enter and clear on each occasion that they
enter or leave a port of the Golony.

Junks must be obliged to produce their Customs Pass
books and must satisfy the Colonial Authorities that they have
reported
